Can a off duty officer pull me over and call in a on duty officer to give me a ticket?

the ticket is B.S. i can prov some of it is atlest i have a witness that says i didnt do the stuff on the ticket but the thing is im 16 and my freind is to(witch was in a nother car and didnt stop) the off duty guy called in a freind of his to give me a ticket he yeiled at me didnt even let me say anything called my parents and the on duty officer made me wait 20 mins and then came up to me and gave me the ticket he didnt even say anything to me do u think i can get off in crout?
