You are so caught up in your own torturing of this subject and twisting around in the meaning of "universal" that you make little sense. There's no new definition, it is what it is. And no matter how you twist and turn it will still cover everyone. There have been no penalties of any kind mentioned for those who do not go out and get insurance. Why ume it's going to be so Draconian? It could be as simple as finding out when someone presents themselves at the hospital or a doctor's office and then sending an official government mailing with their choices outlined for them. You talk as though there's going to be a roundup and they'll all be put in concentration camps or something. Very dramatic to ume those people will be made to suffer in some way, but not very realistic.
