Is this a good cage for rats?

i have a cage that is for guinea pigs and is 33in wide, 19in tall, and 19 deep. the spaces between the bars is about 3/4 of an inch. would this be suitable to hold two female rats? the breed would most likely be dumbo or hooded. i have a hutch that was used for guinea pigs but i would also like to add some levels for climbing. how could i do that?
