What happens if heirs don't agree on what to do with deceased mothers house?

mom ped away with no will, the house is paid for but outdated one sibling wants to buy it but can't get a loan without it able to p inspection, and 4 out of 7 kids agree on contract for deed but two do not, one no communication with the rest.
